The HDLC has recently expanded its
network and reach into the Northern Hemisphere by opening a sub
office in Pristina Kosovo.
This expansion has come as a
result of increasing interest from European organizations to
utilise HDLC Face to Face delivery services and the HDLC's
desire to reduce the costs passed over to clients for travel and
accommodation overheads.
HDLC is now working towards
establishing a physical training and learning centre in the
Balkans which will act as a short term "live" facility for
students while undertaking training in a wide range of
Humanitarian subjects.

The HDLC is proud to announce the
strategic support of 20 IMC Indonesia staff within the area of
security management.
IMC staff are undertaking our
popular Certificate I (Security Focal Point) course to help

project continuity.

HDLC Launches 2007 Curriculum
After our first 18 months of operation with
the new HDLC courseware and Learning Management System, we
are pleased to announce a strategic extension of our safety
and security learning curriculum.
There have been many requests for specific
avenues of learning and course expansion from you, the
global humanitarian community.
With students from over 40
countries already enrolled in HDLC learning over the last 18
months we look forward to even more with a far more flexible
and user friendly curriculum.
The new direction in learning allows
prospective students to enrol and undertake Award Courses,
Short Courses or even pick and choose individual Units of
Competency (modules) to suit their own specific needs.

HDLC Launches "CGR Virtual NGO"
As part of our new direction and course
curriculum, the HDLC is pleased to launch "CGR" Contingency
Global Relief".
CGR is a virtual learning resource available to
students and designed to assimilate the "administrative" and
virtual operational aspects of a functioning agency and as a
result provide a scenario foundation to enhance learning
outcomes.
CGR is a meticulous resource and has been
strategically tested by nominated students achieving greater
than expected results.
This resource is just another
illustration of the creative strategies of the HDLC.

HDLC Supports Oxfam in Aceh
The HDLC has recently been engaged by Oxfam GB to
provide context analysis, incident management framework
improvement and other consult solutions to enhance operations in
a post conflict, post tsunami context.
The Asian Tsunami 2004, while tragic in its
impact, has essentially resulted in a distraction from the
underlying and yet to be effectively resolved issues of a post
conflict Aceh.
This is a fragile and anxious time for the future
security of Aceh, this situation requires proactive monitoring
as well as the advocacy from the International Community
regarding post conflict IDP's and others who have been
"bypassed" in the post Tsunami response dynamic.

HDLC Supports
Mercy Corps in South Sudan
2006 was a busy year for HDLC "on the ground"
applying its unique blend of capacity building via training and
expertise in safety and security consultation.
A HDLC consultant was involved in coordination of
Mercy Corps South Sudan Safety and Security operations during an
8 week consult focused on building risk internal reduction
capacity as well as analyzing the agencies operational context
and safety and security strategies.
Every contract undertaken by HDLC specialists is
as much an opportunity to pass on skills and knowledge as it is
to learn from those we are in-country to support.
The operating context is changing and it is no
longer the programming environment of 10 years ago.

HDLC Supports IRC in Aceh
The HDLC
is excited about our recent collaboration with the
International Rescue Committee’s Aceh Tsunami Response
program, Indonesia. Our task was to design a flexible,
sustainable and cost effective approach to building safety &
security awareness across all levels of staff within the
provincial program.
We were
faced with many of the same challenges which inspired the
initial foundation of our training methodology including;

Diverse language, literacy and numeracy proficiency

High number of target staff (approx 360) across a range
of program related sectors

Multiple office locations
-
Integration, not interruption of ongoing program
productivity

Requirement for a rapid, accessible and sustainable
solution
IRC
embraced the flexibility of our Offline Customized Learning
development as the solution for piloting and evaluating
their own internal Operational Skills Development needs.
The
final solution included;

English and Bahasa language audio narration

Skills based audio-visual accompaniment

Blended integration of IRC specific policies and
procedures

18 integrated safety and security modules

A delivery platform which can be run on both desktop and
laptop computers
